More context

Where the same good can be made through more than one process — steel through a blast furnace, direct reduced iron, or an electric arc furnace; aluminium as primary or secondary — CBAM tracks the production route separately, because different routes carry very different emissions. This matters both for the emissions calculation itself and for the CBAM benchmark used to adjust for free EU ETS allowances, which is set per production route rather than per good alone.
