More context

An operator is whoever runs or controls an installation in a non-EU country — including a parent company that controls it from elsewhere. Operators can voluntarily register their installation in the CBAM registry and share verified emissions data directly with the importers who buy their goods, which is often the easiest way for an EU importer to move from default values to real, lower-cost data.
