More context
Default values are standardised, Commission-published emissions estimates used when an installation's own actual data isn't available. They're deliberately conservative — built with a mark-up so imports can never be under-reported compared to using verified real data — and that mark-up increases in steps from 2026 onward. In practice, a supplier that can provide accurate, verified actual emissions will often work out cheaper for the importer than falling back on the default.
