the emissions calculated based on primary data from the production processes of goods and from the production of electricity consumed during those processes as determined in accordance with the methods set out in Annex IV
More context
Actual emissions are calculated from an installation's own primary data rather than from published Commission averages — either from activity data and standard calculation factors, or, where continuous emission monitoring systems are in place, by direct measurement. Because default values are set conservatively, using verified actual data is usually the route to a lower CBAM cost, but it requires the supplier to collect and share real production data and, from 2026, have it checked by an accredited verifier.
