the quantity of goods to which the same functional unit applies that are produced within the system boundaries of a production process during a reporting period
More context

Activity level is the quantity of goods produced within a production process's system boundaries during a reporting period — usually tonnes of goods under the same CN code, though electricity is measured in kWh and cement clinker in tonnes of clinker. Dividing total emissions by the activity level is how specific embedded emissions — the emissions per unit of good — are actually calculated.
